Casual mode has its own MMR so you'll face a lot of player with decks on par with yours. If you want go competitive past rank 20 then you'll need to grind for a decent deck, probably focusing on creating just one. A lot of people go for cheap aggro decks like face hunter or zoo.

It's all just time. Dump enough time in, play every day, get gold, and eventually you'll get enough packs / cards to be competitive. (Since you only need one deck unless you want to espurtz.)

You can get 1 card pack a day reasonably, 2-3 if you play 80-140 matches per day (assuming you win half)
Each card pack is worth, on average, 100 dust
You need 1600 dust to craft a legendary card
Every viable deck uses 1-5 legendaries
Then you need 800 dust for every pair of epic cards you need which will probably be around 3-4 pairs

So you can spend between ~24-112 days just farming packs for dust just to create a single functioning deck that you might not even like

Unless you started in 2014, I'd say it takes at least $70 to actually start playing Hearthstone in any capacity of not ONLY using your free starting cards

It just a matter of playing dailies to stockpile enough money, to get access to enough cards, to get competitive.
That said, the card inflation the game has experienced is insane. And netdecking just amplifies it, by reducing the amount of dust/luck needed to build effective decks.
