Insofar I actually feel like I'm playing a person in a unique situation and I make decisions in-character (and not just picking whatever I think will award me with the most game stuff), Star Control II.
As far as traditional "RPGs" of the D&D tradition goes, Tales of Maj'Eyal is a fucking colossal monument of a game that somehow goes criminally underrated.

I thought I was the only one that genuinely liked that game. It is inded massively underrated, back in the day when I was obsessed with roguelikes I ended up giving that game a spin and enjoyed it quite a bit. Not sure why I never got into it as much as I could have.

Planescape is my personal favorite, but the acceptable top tier is as follows:
-Vampire the Masquerade: Bloodlines
-Planescape: Torment
-Baldur's Gate 1 + 2
-Fallout 1 + 2
-Haven't played Arcanum yet but from what I hear it may be up there

New Vegas, Fallout 1 and 2 are good but parts of the UI are frustrating

Deus Ex is good
