Lance is kind of tough gen 1. Mostly because there isn't a whole lot of good ice types or many ice type moves and dragon types were almost as good as psychic types. Dragonite hits like a damn truck with physical hyper beam.

Gen 2 onwards though he's always been pretty wimpy. Mostly because much more available ice types with decent typing and ok stats and gen 2 having pretty low levels anyway. (The only gym leader one would have trouble with as a kid is the one with Milktank and even then they literally give you the opportunity to hard counter it via a trade)

The drums are what gives it so much impact, but it's way too soft in the remake. The remake version is good as a Pokemon track, but loses the spirit of the original.

I think the subtle tweaks, like volume levels, are better when there are fewer things to work with.
