I've heard a few theories on this, none of which I have a single fact to back up.

It's particularly insane because Iizuka is determined to find some other way to pad all 3D Sonic games out because for some reason he thinks the Sonic levels alone aren't enough to carry it, and yet they already made the perfect padding and momentum shift in the Chao Garden. It encourages replays of the levels to get stuff for your chao, and you'll naturally want to improve at Sanicing as you go.

I've played it for 2 hours. It's surprisingly well done and replicates everything from the stats and the comfy atmosphere pretty much perfectly from the original. Even has everything from the hats to the interactive garden toys.

Only complaint is that after an hour it gets a little boring, since outside the garden is the shop and just the basic set of stat-based chao races. The creator said he will include more minigames and other stuff in the upcoming update though.

Makes sense; a large amount of what made Adventure 2 for folks was running off, doing a speed stage, then coming back the garden with your fresh supplies. It's why people remember the Sonic/Shadow stages the most, being both the most efficiently fastest and the funnest ways to grind drives, rings and animals.

Take that away by making a game entirely about the Chao Garden, and even with minigames you're gonna hit a dead wall of interest eventually.
