That's the bueaty of it, you don't fucking know. THe closest thing you do know is what he does to a degree, he's some kind of agent for higher powers that apparently play on the level of pan-dimensional alien empires as some kind of power broker role.
Maybe.

Half Life:
Just some weird creepy guy that was helping Gordon in the background to sort of explain why this random scientist was able to conveniently get through all these trials and have the equipment he needs and always a path to go forward. They actually made the linear nature of their game into a plot element but implying that Gman set up the whole thing for reasons that aren't clear.

However that's pretty much all the thought they put into it. For the next games they just sort of did asspulls and made it up as they went along

Gman seemed more like he was some kind of power broker who was sicking gordon freeman on targets for the highest bidder

The ekphrastic character which develops the theme of super science against the opaqe qualities of Dr. Freeman, Eli and Alyx Vance. He adds a characterization that allows the other characters to become transparent in a world where mathematics can be both paralyzing and mystifying. He helps clear up the fog, without teaching us anything.

Gman actually seems to have very limited power. The only "abilities" he ever displays is that he can stop time (or slow it down a lot) and teleportation.

He obviously needs Gordon for some reason. Either he can't be seen interfering directly and needs a proxy, or maybe he's actually weak and bad at fighting. In one of the Episodes he even gets his control blocked by some Vortigaunts so he's clearly not omnipotent.
