They have literally neer said that Half life 3 was in development. They have expressly stated multiple times that it WASN'T in development.
It's the people's fault for wanting it so badly that they refuse to believe that it isn't being made, it will never be made, since it's more financially viable for Valve to skim off of every other developer's games on their store.

half life is my favorite series and i gave up at least 5 years ago. even if they started work on 3, valve as we knew them aren't even there anymore. i dont know why valve decided to end on such a cliffhanger if they were going to put the series on hiatus, and i guess we'll never know,
