Pretty much. You can download 90% of hoi4 DLCs with mods anyway.

This and DLCs. You can fix AI with Frontline or Expert AI 2.0, but the game feels incomplete without DLCs (Paradox probably did this on purpose) , you have to play as a major nation or the game is boring, as you get a generic focus tree. Nations as important as China don't even get a focus tree.

They've been doing this for a while now. HoI 3 sucked ass without expansion packs, EU4 sucked ass without DLCs, CK2 was decent on it's own but it still has 20 DLCs you want to purchase.
