I'd wager because nobody liked Act 1, so they put it on the backburner.

I don't know why they tried to make a Diablolike in Dota's engine anyway. It doesn't work. The game's rules are awful for PvE.

I think the problem was it's godawful difficulty. It was pretty much impossible unless you knew exactly what to do and picked the right heroes. Even then you're still prone to bullshit and spontaneous disconnects plus you have fucking limited lives. If you complete it you deserve a medal
