It destroy almost all sense of progression unless done well. One of my favorite parts of RPG is seeing your characters progress and become stronger. When everything just stays your level it feels like you are barely progressing. It's lazy game design and a replacement for making a proper difficulty curve where enemies are progressively getting stronger.

The only upside is that it's less restrictive especially in non-linear games because it gives you more freedom to explore. I'm not a big fan of WRPG's in general but its especially more common in them.
