Goofy plan and clumsily conveyed motivations (though they weren't all that less reasonable than Big Boss's or Liquid's or Volgin's before him). His character was also somewhat hurt by his general lack of presence, but his interaction with Zero and how his character overall reflects on Big Boss and the game's themes were relatively well done. Far better than Ground Zeroes made me expect.

-Efficient and unfettered, destroys Snake's base while keeping him distracted, has a contingency plan to kill Snake if his first fails, ect.
-Bit of a flair for the dramatic that costs him the kill on Snake, but it is far from all there is to him, and he even uses it to his advantage, setting up a rescue fantasy to keep Snake busy sneaking around saving Paz and Chico instead of discovering and sabotaging the plan to torch mother base.

This from the guy who planted not one but two bombs to kill BB just to be sure.

Stylish villain fluff. He leaves you with the minions who are supposed to kill you, even though you're more likely to escape. But that's just it: In games involving choice, players try to play as the protagonist even in decision making, and that in-itself is a problem for the execution here. Players not only have to metagame for Cloaked in Silence to work, but the story does nothing up to that point to make the player see Venom as merciful and utilitarian up to that point, aside from the Paz sidequest people are likely to miss before then, and the fulton system just seeming like a game mechanic and little else. For all intents and purposes, the majority of players would be seeing this as the first time Venom even considers giving his enemies a second chance, and the only seeming motive is Ocelot going: "Hey boss, having a superhuman sniper around would be cool. Maybe you should fulton her."
