Nope, it's a feature. In fact, if you try shooting at a reflective surface (e.g. a mettaur's hat) while dashing or dash-jumping, the shot will bounce into a downwards arc, instead of just flying off in a straight line upwards.

This is only present in X1 and X2 though, but I'm pretty confident they brought this back for the PSP remake of X1.
