First and foremost a good villain should be intimidating. The rest is secondary.
Some psycho with complex motivation that threatens a single person is nowhere near as good of a villain as a single minded cloud of darkness threatening to erase all existence.

Being intimidating is important yes, but if the villain's only motive is "because he's evil" or just wants power, then it's a pretty shitty villain

I disagree. A villain whose objective is to kill the player with a good motive is far better than a villain who wants to kill everything for no reason.
