Fallout 4 came out 2015, even with some people working on pre-conceptual stuff and engine/rendering improvements prior to the actual development, that still leaves very little time if one were to be released any time soon.

2019 would be the earliest I'd even hope for the game to come out. Something of that scale requires time, and it always shows if something is rushed out the door. Skyrim was a prime example of releasing too early to meet a special marketing date.

tl;dr TES/open world games should take a minimum of 4 years to develop, but more is better.

Skyrim had a similar time frame and was rushed to all hell and back, and it showed. The civil war was skewed down significantly, plenty of unused assets sitting in the BSAs that were entirely functional, lots of called assets that don't do anything in the base game, and other things like full voice lines unused (especially Dragon Shouts).

Depends on the scale of their next game.
Fallout 3 didn't feel rushed in my opinion and I'm pretty sure it had a similar time frame.
Next game won't be elder scrolls or Fallout so they don't have to necessarily do that one-up mentality where they add more buildings and empty quests than the last game.

Sadly they will probably just rehash fallout 4 mechanics like customizing weapons (which would be cool). Now that I think about it, they should keep a lot if fo4 stuff and make a better story. I wouldn't mind being able to play as a jarl of a town which would be like fo4 settlement building, but maybe less focus on building and more focus on running the town.

It's not about them releasing at specific timed intervals, it is what zenimax wants!
ESO is still going strong and making big cash, a huge amount of their fanbase will jump ship for months or years if an TES game was to come out.
On top of that, as Todd has said "they don't have the tech" they desperately need a new engine for a new TES game, which they must be building by now.
They won't release a fallout with a new engine before TES either.
As for next year, no company will be wanting to release games near to, or even in the same year as RDR2.
I would expect the next TES to come out 2020 or 2021
