Type 1 is way harder to balance on the design side, more interchangeable pieces mean more interactions which might be over powered and go unnoticed by the development.

Something that's interesting to note is that Ragnarok Online does both of these in the same game, on the same character class no less.
Assassin's can dual wield two different knives/swords/axes (yes, they can use the basic 1-handed axe. I forget if they can use the base mace or not) or you can use Katars, which are sets of 2 identical.
But anyway, using 2 one-handed weapons is generally better because of their interactions, even though it locks you out of entire parts of your skill set.

Make the ability require 2 weapons, shield, etc equipped in order to be used.

The first for build variety, but if this is just an argument between the swords, still the first because double the crit chance.

If crits aren't a thing, still the first because incremental 10dps + 10dps damage will kill a non-multiple of 20hp target faster than 20dps swings will do, since half the swing time is wasted in the 20dps swords on that last hit. Or something.

As someone who played assassin A LOT, shields are great, but you don't actually attack anything while you have one equipped.
They're for surviving your way to the Emp in WoE, not for actually killing it.
They're also good in some PvP fringe cases where you want to use Soul Breaker against a class that out ranges you, for protection during the fuck-long after delay that skill has

More customization is more hassle for the Developer, but the results for players can be much better potentially. An easy example:

It's gotten better in 3.0 in general. Economy isn't fucked, but the number of price-fixers is at an all-time high, which skews everything. I wish they'd either disable scraper interaction entirely or finally add an Auction House. Cause .trade has all the problems of an AH, but with other issues on top of that. Force everyone to use Trade Chat, give us a Bazaar location to trade in, SOMETHING besides this reliance on 3rd-party programs that so many people take advantage of.
Anyway, yeah. I am disappointed in the way they've been monetizing as well.

Left : free to combine different elemental types for maximum effect.
Right : forced to use set combination of weapons, so limited customization.
Overall, both are good, depends on wether or not you want your dual wielders to be more OP or not, force a specific playstyle etc...

Oh, and separate weapons tends to look lame aesthetically too, since they're either identical or completely mismatched. If you're gonna make them complimentary, you might as well just design them as a set. Though it would be cool as a sidequest to be incentivized to find the other half of a pair of legendary twinblades.
