Polycount is numbers. You can reduce the numbers down to 3 for each model.

Shaders can be turned off.

Creating the game from the grounds up for 3ds then upgrading that version is company suicide, and also hilarious that anyone would be idiotic enough to unironically suggest it.

At this point the up-polishing would be so massive and so overwhelming everywhere you'd be quicker to start from brand new big assets from the get-go.

3ds version is a demake, so it has the same areas and towns. its all on a much smaller scale however and the geometry is different. the 3ds version is lacking lots of npcs and detail in general.
