Those aren't mutually exclusive.
Enemies have high health in comparison to the player and don't react much to being shot, for the most part anyway, but weapons do retarded amounts of damage if you have the right upgrades.

Fuck off, you can't explore for 2 minutes without some retard respawning and making retard noises, and which will take ammo and durability or almost certainly health to kill, so you can look around for 2 more minutes for what the fuck to do. Then the retard respawns again and you realize you should just load the game because there is nothing to be gained and everything to be lost from battling the monsters. It's like an annoying fucking baby cousin screaming and touching the screen while playing the game, and you have to swat him off to keep him off from you for a couple of minutes. Fucking garbage game design

I didn't play Deus Ex until spring of 2014 and it is still among the best games I have ever played. I played SS2 just before it coincidentally and I didn't like it nearly as much (I did finish it though).

Enjoyed the hell out of it. I don't think (besides the obvious technical limitations of the time) there is anything dated about it, sans how augmentations are handled (specifically no passive augs, and having to use F1-F12 to toggle each aug)
