Roy was just doing the typical thing of tempting a good case man to be part of the 'inner circle' at the LAPD, making sure he could be trusted. The entire vice desk consists of Roy testing the waters with Phelps and trying to normalize corruption. There's absolutely no reason for Roy to assume Cole would like Elsa, but when Roy noticed the opportunity, he knew he had his chance to get blackmail on Cole (which can never hurt). When Roy realized it was the right time to release the blackmail, he did so.

Cole made enemies by being a moralfag and pretending to be a shining citizen better than everyone else in th department, which is why he had such a fall from grace.

I haven't replayed since earlier this year but a few subtle lines from him suggested that working with Cole was making him feel like a detective again, like they were actually doing real detective work instead of just taking cuts from pimps and dealers.

Their dynamic also changes to the point where in that final case when Cole gets pulled aside to be informed he was going to be placed on suspension for review, Earle was eager and annoyed because they were in the middle of cracking the case. Of course Earle knew what was going to happen to Cole since he was pulling the strings, but it seemed like a part of him had grown to like Cole and enjoyed working with him.

The other partners were bro as fuck and they all had great character development.

The worst Rockstar character (I know, technically it's not a Rockstar game, but as far as I know after the studio got bankrupt Rockstar developed at least 45% of the game, the last part with Jack Kelso was probably 100% Rockstars idea and it felt like a Rockstar game at this point, also Kelso is way more charismatic and sympathetic than Phelps and all of his missions were better than the best ones with Phelps.

I don't. Kelso was cringe as fuck. The way his facial acting was on par with the "easiest" people to read in the game, the way he kept calling that German singer "princess," the way he dressed like someone's grandfather would in the 1940's.

It was an interesting plot point having you play as one of Cole's former squad mates who hated his guts in the war and was now working as an insurance investigator, but his acting and style was cringe.
