Try out a map like jump_academy, you'll get the basics
Once you get a good feel for rocket jumping and air control in tf2, surfing should come naturally after a few tries. For me, it took about 40 minutes/1 hour of dicking around on a surf server before I managed to pull it off easily.

Rocket Jumping is pretty damn simple to learn though... you shoot the ground... you jump and crouch...

Probably not aiming to have the rockets land behind you. While you're slow you need to look to the side or behind you, but once you get speed you can look down and even slightly ahead so your speed carries you over the rocket as it explodes.
