When you remove all restrictions, there WILL be a significant number of people who take advantage of the free reign and create half-assed, over-indulgent shit, but these are the sorts of creators who would not have bothered to create interesting art even if they were heavily restricted. I think Dan Abnett has a video were he explains how the limitations of the universe you are writing about is important.
Basically saying get a good story, idea, plot and characters then place them in the universe and if your gonna break the normal lore and rules you need to know by how much and if it's even reasonable to do so to not break immersion and have the reader just start questioning how/why.

I think the original Fallouts did it the best.
Only the most important NPCs got voiced lines, and they put real effort into making sure their animations and voice lines were unique and fucking good.
With the 3D games, you get almost everyone having their own set of voiced dialogue, but you have to deal with everyone having the same group of canned animations and 90% of NPCs being voiced by Yuri Lowenthal or Liam O'Brien.
