I'm pretty sure most of these decisions are instigated by the publishers, not the developers. Devs rarely get any money post-launch, except in certain arrangements for bonuses or if the game is independently published.

This right here is just Ubisoft wanting to hedge their bets on new IP by ensuring some kind of post-launch money stream.
