Actually yeah, research shows this to be the case. You should read the book "Peak". It goes into detail of how people like Olympic gold medal swimmers aren't magically superhuman, and instead rely on a lot of training tricks and in general persistent training to become so godly.

Of course, the uphill battle is going to be extremely grueling if you've already got a bunch of negatives (ie being obese or autistic) as well as general age working against you.
