Skeletons are not good archers, they just use bows to not be near any weapon that would shatter them. Bones are lightweight and easy to knock around, so they wouldn't be good in a melee, and them being skeletons makes them hard to hit with piercing weapons such as arrows, so them being archers makes them the most bothersome to deal with.

Obviously because more objects to animate = more magic effort required to animate it. Skeletons are built in a way they are not excessively complex, but also have a humanoid shape by themselves. So they're easier to magically animate then a pile of a few hundred rocks or scrap metal or clay.
