Most covenant spells are purchasable from vendors on NG++.
The one that isn't is the bellfag covenant, but you might be able to either do it normally OR farm the fucking mad warrior phantom that SELDOM invades - you can detect if he will on PC.

They should've just made it so the guy in Drangleic Castle will stock ALL covenant rewards after a certain NG instead of just some but that's Dark Souls II for you.

I believe at this point the "acquire all hexes" achievement is probably the hardest as you will have to go through two full play through's, kill dark lurker, and buy several hexes from the ghost just inside the palace. That said, if your friend doesn't mind helping you will the bell keepers, it can be done.
