Version 3.60 is most hackable. Anything from before 3.60 can be selectively updated to 3.60. Pretty much the only thing you can do after 3.60 is emulate psp games I believe.
Get an sd2vita off of aliexpress or something, and a micro sd, it takes up the game card slot, and only works on hacked psvitas.

Every new vita sold in the west comes under fw3.60, aka the golden firmware.
Read up on it on wololo.net for instructions.
Sd-Card-wise, you can buy cheap "sd2vita" Adapters on eBay to User with your Hacked Vita.
