It happens (at least to me) with all Bethesda games. When they release a new game the old entry in the franchise became crap.
TES for example Oblivion was my favorite game, then Bethesda give me Skyrim and I can't play Oblivion anymore.

F2 > FNV > F1 >>> F3 >>> F4

Don't get me wrong, I like Fallout 1. For me, Fallout didn't become what it was until 2. The setting is far better than the borderline generic post apocalyptic setting.
