What's the easiest faction to play for a beginner?

Dorfs.

Stay well away from all of the DLC armies because they nearly all have added mechanics and differing styles of play. Dorfs are pretty straight forward in what you need to do and how you do it.

VC buffs when?

I wish the Wood Elves were more fun to play then they are. How mad Norsca become makes me really look forward to seeing how some of the more creative armies that are coming with the second game is going to be.

Dwarves are 100% the easiest.

Empire plays more like a tradition TW army, but Dorfs are easy mode because of economy and starting position. Use their tanky infantry to hold dudes in place and then murder everything with ranged units.
