the power gap between the best character and the worst character is a lot smaller than in overwatch, there's still tiers but because of the ban and pick system in competitive and the overall balancing, pretty much every character is viable. player skill also counts for a lot more, but there are a lot of characters, especially recent ones, that are way easier to play than other characters and that generally makes them more effective. skill still counts for more than raw character numbers though.

Because TF2 literally has the same thing but again instead of characters it's weapons because that's how they balance the game not characters, no one cares about that dead game. The hardest parts about Winston are the jumps, managing your cooldowns and the Ult. None of them require strenuous mechanical execution except for maybe the Ult and half of a good Winston is a good team that plays around you.

Winston really isn't anywhere near as engaging as some of the other heroes. Only Reinhardt rivals him in terms of boredom. At least Reinhardt has the satisfaction of pinning someone into a fucking wall, with Winston you're chasing down a dash-happy Mercy who's dying at the speed of paint drying.

This is coming from someone whose Winston is third most played hero.

TF2's cast is also much more distinctly and purposefully designed, and its loadouts are derived from arena shooters, where your hitscan weapons are only close-range like shotgun, weak mid-range like SMGs and pistols, and long range sniper rifles, rather than the rather cavalier armory going on in Overwatch where McCree until his nerfs and then Soldier 76 were dominant for quite some time(and where the most powerful offense hero right now is still the hitscan using Tracer).

Also almost all of its abilities are dependent on finite, depletable resources and passive, innate qualities rather than cooldowns. Compare Soldier's 200 HP and rocket jump, to Reinhardt/D.Va's barriers +armor/high health pool, and Pharah's jetpack, or the entire metagame revolving around ubercharges, predicting the enemy ubercharge, and denying ubercharges, to ultimates which persist across death.

Nobody knows what's going on and professional teams would rather just drop the game then pay these players salaries while nothing happens. That's just a problem with how good his kit's fundamentals are, juxtaposed with how the game is structured. You would have to absolutely castrate his kit.

The fact that he can do all of this shit, along with being the most mobile healer(observe that in these data sets, Pharah and Mercy almost always have equal usage. Mercy does not show up without being able to ride Pharah) and keep being able to attack without dividing his attentions like Ana and not being as slow and fragile as Zenyatta?

The only time anybody could ever challenge his throne was when Ana's number game was so absurd stuff like Beyblade and the tank meta happened.

Like most Blizzard games it's designed for casual fun with lots of freedom to play weird and enjoy the fuck out of it. The issue is that some people wanted to take the game seriously and pretend it can be played competitively, which ruins all the flexibility the hero selection offers because you're forced to play one or two comps to be aligned with current balance and the meta.
The issue with balancing in return is that people with near perfect aim and situational awareness must not be able to dominate games solo with a certain hero to still allow a bad player to get shit done as well in casual matches.

This is a problem in many games and short of making two versions - a competitive version and a casual version - with different balance and rules you will always face such issues. Keep in mind that Overwatch is only playable and successful because it caters to the casual market. When marketed to 0.5% of all players as hardcore title it would not have taken off, nor would it still be around.

I think the point I'm getting to here is - if you want to play competitively oriented class based FPS, go look at something else. In those you can outskill and outplay players - are outright expected to do so - and don't have to out-draft them with a comp. Just be prepared to play the same 500 players over and over as the community is small.
