One interpretation of it makes it a 4th wall break, but by its own nature it can't be confirmed that it is, and this alone makes it so it's not a 4th wall break, as to be one it'd be required for it to be indisputably referencing the acknowledgment, by either method, that there is a player playing the game with the reference itself acknowledging the nature of the game it take place in.
None of these fundamental requirements of 4th wall breaking are present for certain in CHIM, so it can't be ultimately considered as such.

Honestly, I loved how the 4th wall was handled in Default but mostly hated how it was used in Second. Once the sheer audacity of the quest marker pointing to new game plus wore off, most of Second's wall breaks seemed hamfisted.

In original Nier the reason is also way more personal, it's Nier's own decision to save a woman who loved him enough to go through hell with him while understanding that what he does is wrong. It's pretty much a choice between Yonah and Kaine.

In Automata the game constantly feeds you with narrative about how everything is meaningless, how hatred and violence is a natural part of being a human, kills a person who was the only reason to live for main character and shows how nuclear he goes without her and how many mistakes he commits along the way. Then actually asks you whether or not you believe that what this game said was true, and if you disagree you have a chance to break that narrative, while in-universe Pods are struggling against their own programming, after their experience with main characters granted them emotions and understanding of existential concepts. Even then, deleting your save is optional - it's just there if you decide that you actually can let things go and want to help others while sacrificing something of your own. Hell, ending E itself is optional, if you agree with the message of the game, nothing forces you to follow through it.
