Anon I'm afraid you've got it all wrong.
First of all, Fuuka never had the apathy syndrome.
Second of all Apathy syndrome victims don't commit suicide.
I mean, technically yeah apathy syndrome victims do kill themselves but not by committing suicide.
Apathy syndrome victims simply cease to do stuff like eat, and they wander around in traffic and the like and end up getting killed.
Third of all, Fuuka isn't someone who would ever think of killing herself no matter how badly she was bullied.
She survived 10 hours of tartarus by herself.
She didn't know if anyone was gonna come find her, she didn't know if she would make it out, she didn't have any food or water and was probably extremely scared.
But Fuuka didn't give up, she walked around that hellish tower for hours and hours without losing hope.
Someone who would be willing to commit suicide wouldn't do that.

Yeah, the part about Tartarus does make sense.
But as I said, P3 tiptoes around the issue of japanese teenagers killing themselves, I used the Apathy Syndrome bit to ilustrate that.
But think about it, all of your party members have some connection with Death, one way or another, besides Fuuka. She might not be suicidal at the point she joins the party but she sure as hell might if her bullies kept going

On a side note, I find the fact that Fuuka isn't connected to death to be good, since it brings contrast and variety to the cast.

For my part, it's easy. Eliwood and Ninian is my favourite pairing in FE or possibly any vidya, partly due to how amazing a wife and mother Ninian would be in her limited time.
