One reason why the turn-based system works so well for the setting is because planes had not been weaponised by either Gallia or the Empire. But if they did introduce some sort of aircraft, how would it function in the game? Would they make it an AI unit that provides fly-by support via Orders? Would they balance it against having to first destroy AA flak in area to gain it's help?

Not that anon but each enemy commander has one or two different animations for the orders they give. Most only ever give two anyway (except Jaeger, who will give Attack, Defense, and Evade boost orders during his final boss fight if you capture all enemy camps).
Welkin has a handful of animations but I have never made a point of checking if they're all unique to an order.

I know they're just talking about the tank in the picture, but I think ammo limitations would have been nice. Would have made it much harder to use one person back to back like Alicia indefinitely, and would have made the engineers more useful in having to supply your whole team.

A grunt's life has a dollar amount attached to it. Literally from the moment you show up to boot they're min/maxing what training you get and when so they're giving you the most they can without getting too expensive. Same reason a lot of Marines are still issued M-16s manufactured in the 80s too. If it works and lets them fight to what's considered a cost effective level then why spend more money giving them a better gun.
