This is wrong. Valve were approached by Bethesda, and Valve was reluctant but decided to try it out anyway because they saw money in it. However, when shit hit the fan, Valve were the ones that pulled the plug and basically told Bethesda to fuck off. Bethesda are still going to do it though, it's why they created their own bethesda.net launcher
