Absolutely, assuming you have a high tolerance for anime bullshit and don't mind sacrificing some of the higher level strategy (i.e tech upgrades and hub development) for better characterisation for individual units. If anything, it's a more logical transition from Fire Emblem fan to XCOM fan or vice versa.

Not really. It's very poorly balanced, and the story is pretty damn cringe worthy. Everything related to the protagonist's sister, the love interest, or the evil ho is downright painful to watch.
I still can't forget about the sister's death, it was so fucking bad. I still wonder why I didn't drop the game right there.
