Untrue. For instance there is no way Terra's, Edgar's and Banon's travel back to Narshe isn't filler. They don't even have a boss fight. Character filler is non-existent though, since every NPC relates to the main themes of hope and love.

FFV has no filler. Pacing is the greatest strength of that game, way above the Job System. Every scene relates to the previous scene, the whole story, has a brisk pace and pushes the story forward. (Except the part where Butz and Cara leave the sisters behind in the castle.)

The main criticism made against Lufia 2 is how it has quite a bit of filler but for me it felt like the heroes lived for the sake of the world rather than the world for the sake of the heroes.

A lot of classic SRPGs have good pacing, since they mostly stay focused on combat. Highly recommend Shining Force series or Vandal Hearts.
