He was exclusive to the Xbox version but the release of SC2 HD on XBLA puts him in with the PS2 exclusive character 'Heihachi' from Tekken.

The Gamecube version had Link from the Zelda series as its exclusive character but he's not present in the XBLA port. Not too much of an issue as the GC version emulates really well anyway.
