I Don't know about good, but it will certainly be different.
Basically it's an open world game split up into 10 chapters, starting with the Yellow Turbans, and allegedly ending at Fan castle, each of those chapters will have a main objective (e.g. kill Zhang Jiao), but will have side missions that can make it easier, (no word on what these are but I would guess raiding and infiltrating bases)

I think Jin is gone precisely because they need more consistency because of open world and probably adding an entire new faction would necessitate too many changes they don't need in what is already a mold-breaking entry in the series. They probably also made the timeline short as a result.
