The person who wrote that fake news didn't exactly know what they were talking about.

While the DLC does let you play as a different character for each DLC scenario, it doesn't magically add the ability for the characters to be playable in the main game.

I'm not defending any part of the shitshow SE turned FFXV into but OP's image would have you believe that SE removed the ability to control all your characters and then offered it as paid DLC and that's not even close to true.
