this is the weirdest thing, why are some designs different but some are the same?
are the new ones placeholders? are they for the new secondary campaign? did they just give up half way through?
it just feels so dislocated, like two teams developed this side by side and only one actually cared enough to use the old designs

I'd say it's because the enemies in the OP are reusing sprites, but DT nor PJ had Bullet Bills as enemies apparently and Dry Bones had sprites (even if they were only part of Kamek and Dry Bowser's boss fights).
The Bullet Bill does look like they either mistook the sprite while designing it or combined the Sunshine model with the usual model.
