Why did Umbrella not make more of the Tyrant that can follow orders, talk, and use fucking weapons?
They did. Dozens of.
Every single "Mr X", AKA Tyrant 103, was a programmable B.O.W. like Nemesis, which was a bit "buggy" prototype.

Why didnt the US just Carpet bomb every battle in WW2

You don't win hearts and minds by bombing the fuck out of a people. Unless they're not white, then nuke em'.

How was Nemesis prototype (and a buggy one) when he could do things Mr X couldnt, like use weapons? Mr X is like big hulking retard that doesnt even run most of the time.

His mutation(s) were already going haywire without any stimulus, and overall acted even more hostile than is really necessary.

Why did the tyrant programmed to kill all the hunters in the lab level of outbreak file 2 turn on them?
I actually find more use to spreading the T-Virus in a population rather than sending super soldier Tyrants.
Tyrants would be good for eliminating certain targets though.

In the case of nemesis because they needed a parasite that only works in a few people, and the other reason I can think of, is because everytime they deploy a tyrant it ends up as a failure
They actually made four Nemesis...es. Nemesi.
One is in 3, one become self-aware and had to be shot when it tried to escape, and the other two were never brought up again.
