Every single "Mr X", AKA Tyrant 103, was a programmable B.O.W. like Nemesis, which was a bit "buggy" prototype.

I actually find more use to spreading the T-Virus in a population rather than sending super soldier Tyrants.

Tyrants would be good for eliminating certain targets though.

In the case of nemesis because they needed a parasite that only works in a few people, and the other reason I can think of, is because everytime they deploy a tyrant it ends up as a failure

They actually made four Nemesis...es. Nemesi.

One is in 3, one become self-aware and had to be shot when it tried to escape, and the other two were never brought up again.
