I think morale plays a pretty big part in it. Legion soldiers are entirely devoted to Caesar and his cult of personality, while the majority of NCR soldiers are lightweights that half the time don't know bullets come out of the slim end of a gun. Just look at camp golf.

Legion also has a lot of intimidation factors. With the NCR, if you're captured you're either being sent to prison or shot in the head-- With the legion you'd be nailed to a fucking post for a week, or beheaded with a tapered slab of metal, or sold into slavery or any other number of horrifying shit. It's like fucking vietnam with all the 20 year old kids going up against rabid tribals and losing despite having "superior firepower".

And then there's that the NCR is spread thin within the mojave anyways. Anywhere that isn't a major outpost like McCarran could easily get flattened.

it is statistically possible to start the game, run over to the fort, and just fucking kill caesar. and then thats fucking it for the legion.

same with house. make a mad dash for the strip, don't even fucking bother with benny, open up house's little fuckin tanning booth and punch his face off

while general lee oliver and president kimball can only be killed at CERTAIN points in the story, you can kill the ranger chief and a bunch of colonels

you can even nuke the long 15 and a large legion encampment, because fuck those guys
