That's part of it. The models are early PS2 tier and their animations are PS1 tier. Those have been improving more dramatically though, and it's forgivable since they've made very few fully 3D games.

Xseed were always buggy bringing any falcom game to PC at launch, taking at least 2 weeks to be stable. NISA isn't exactly known from bugfixing so my gut says stick to consoles.

Cold Steel was a different programmer from normal, whose savvy as fuck. Most of the other trail games were spotty at launch for sure. Cold Steel was great though yeah. I still am incredibly leery of NISA release something without bugs though, much less fix them so I think the safer option is consoles.

Well it really depends. NISA (or any dev) in general can't have their games 100% bug free on launch since each and every player has different hardware builds, so experience may vary. I didn't have problems running Disgaea on my ancient 2014 laptop. But of course that doesn't excuse them not to put effort and put out a lazy, half-assed and buggy ports.
