Never played it but I saw it on one of my cheat codes books at the time and some kiddy magazines, it doesn't look particularly bad and going by the amount of cheats it had it seemed to have a decent amount of content. It wouldn't hurt to play it for an hour or two to see if it's worth completing.

Its an alright game with really really really bad difficulty balancing. Some parts are super easy and others ungodly hard because check points are so poorly spaced. Vehicles all break with absurd ease.
Assuming you meant Jak, since Jax 2 is not a game that exists.
Its open world but the world is tiny so its more like open hub
