Going purely by his record, yes. He's only lost 2 cases in his entire life, 2-4 and the Magnifi case, and that's only assuming that the former's canon verdict is guilty.
Going by skill level, he's pretty good. He's really good at pushing cases with nothing to work with and flying off the seat of his pants, and that's gotten him far. But he's not as good at working the witness as many of the prosecutors are and he relies very heavily on magic to get info out of people.
And in terms of morality and sense of justice, he's up in the top 5. I'd wanna say that Gregory is No. 1 and Apollo really proved himself in SoJ so he's either 2nd or 3rd but Wright is at least 5th on the list.

Don't know what country you live in, but prosecutors around here are allowed to investigate with the police, and barring the fact you're supposed to submit all the evidence you find to court before the hearing and not during it, it's basically the same. Also witnesses can still asspull their own evidence during the trial which the judge then accepts or rejects, so if as a prosecutor you prepare your witness accordingly he can asspull your ace in the hole evidence during the trial, it just has to be a witness that you know will cooperate and not bust you.
