The technology isn't there yet.
At the moment proc-gen is just .randomize functions on a bunch of variables within hand-tested limitations.
What they really need to do is get that machine learning in there, get it to start playing with the variables and 'train' it to what's cool and not cool over time.
So you land on a completely procedural generated content. The variables are automatically generated by a machine.. that then responds to player feedback to 'learn' what to generate and what not to generate.
Over time hopefully it boils it down to a set of 'interesting' features.. that then CHANGE as the player-base gets tired of them basically a machine making endless content updates to keep the players engaged as best it can.

So just turning is not as simple as moving the stick.
Captain forever is an example of this concept, no man sky has the same space physics as pic related, atmospheric airplanes in vacum space, you can't turn thrusters off, do a 180° and turn them on again to sharp manouvering, not to mention the adition of vectorial thrusters.
