We've had Radiant AI and fighting dragons (and in fallout there's been blowing up a town and building towns). They will definitely have something they can show off to the public - something that looks neat, but ends up not really working with the game.
Be mayor of a town? Raise a creature and take it with you on adventures? Affect the weather?

I think he has a different idea of what makes an RPG good. Although I argue exploration was better in Oblivion because not everything was a bandit or a draugr, almost every new addition to Skyrim focused on exploration. I don't think he gives a shit about stats or even really well written dialogue. The policies surrounding quest creation during Oblivion highlight that. I think he just wants immersion and exploration. I'm not defending a lot of the choices by any means. Skyrim is hilariously flawedbut the leveling system is actually really good, which makes it better than Oblivion that had the worst leveling system ever conceivedand is weak in so many aspects. It does do a pretty decent job of what Todd focuses on though.

He has flat out said that. He does not believe in story driven RPG, he believes in player driven RPG. TES games are a sandbox the players are meant to create their own stories in, that's why the push for radiant AI, "infinite" quests and modding and not endless dialogue sequences and cutscenes.

Confirmation is nice. I usually skip his presentations at E3 and such because for 6 years it's been the same game. Most I've seen of him is marathoning the Oblivion and Skyrim development documentaries last week.Seeing his passion during Oblivion then his much more grounded and lesser ambition during Skyrim was sad
Personally I think I prefer the big world with a bunch of smaller stories you stumble across too. He needs to add more interesting mechanics if he's going to succeed with player made story though. That's my main complaint. Lame ass spells, less enemy variety, etc.

I once made a sandwich while my follower faught a draugr. It was a really big sandwich, took me like 10 minutes. Chopped a bunch of toppings for it and such. Neither of them were even half dead.

That must have been before they patched followers to match the player's level. Now followers easily slaughter pretty much everything given they are basically enemies without a level cap, are the only NPCs that can potentially possess upgraded equipment, are almost impossible for enemy AI to kill because when they get to the protected state the enemy will stop attacking and they have regenerating health.

Technically the Bethesda engine is capable of more than 1000 NPCs at once. I don't actually know what the cap actually is but that's what's in the game and they are all running simultaneously.
What it has trouble with is how many are running in a "high priority processing" state simultaneously. To put it simply, AI that aren't in the same location as you evaluate periodically in a limited manner but AI that are in the same location as you evaluate every few seconds and are capable of more shit, e.g. engaging in combat, having line of sight, etc. How many NPCs you can have in a location before it's starts to be a problem is dependent on numerous things, e.g. how complicated pathfinding will be, how complicated the AI packages are, what the story manager situation is, etc. and also just plain rendering power and memory capacity.
There are actually battles with well over 12 NPCs in Skyrim, e.g. the city sieges, but they are very carefully orchestrated.
