Yes it is, that's why there's so many cover options and they have dedicated movement for it. You can play it without using a lot of cover (like many cover-based TPS) but that's clearly how it was designed.

I liked the second game the best overall. Unpopular opinion I know but the story was still decent and had it's cheesy action flick moments and characters. I honestly think the game play is on par with 3. Maybe not quite as flashy but it was still great. The first game is the best for story and dialog hands down.

I played and beat the third game but I can't help but feel the story was meaningless and doesn't bridge or branch from anything in the first two games. It doesn't seem to close anything in the story either. Max Payne is just kind of there, the story was overall boring. Really fun game mechanically but I couldn't really get into it past that.

Shoot diving was pointless in the first game, not the second. You can pre-activate slow motion, peek around a corner with a sniper rifle aimed right on a dudes head and there's a chance he'll snipe headshot you with a fucking uzi before you can even click. That was my biggest issue with the first game, sometimes the AI was way too good. I've slow-mo dived through a door and people who were unaware of me and at a table with their backs turned blew my head off before I could even clear the doorframe to get a visual. The game is complete RNG sometimes. The second game fixed that and the third game maintained it.

What was really good in the first game was rolling. If you even so much as roll once all the enemies will completely forget how to handle a firearm and start missing all their shots on you.

See, I always had the opposite problem. In the first game, you could play almost entirely without bullet time. You could dodge bullets without it. Bullet time helped you with reactions and aiming.
Shootdodging has rarely been worth it in any of the games, it's just cool as fuck

Max Payne is based on the fluent and free play style. Max is a man with nothing to loose and you play the game in that manner. You get better reward by taking risks and running out there into danger. Max Payne 3 you take cover to take a quick breath to determine whats happening and make a quick real time reaction . Max is drugged up and drunk and the game play rewards that reckless style of game play.
