To take a guess, a likely reason is that they don't want to lower the value of their brands by releasing sub-par entries in the series. They strive to make super high quality games only (or they did?)

Valve won't make a Left 4 Dead 3 because they see the series as being a failure because it lacks the lasting power that their other games have because the community is so terrible because of fundamental elements in the gameplay. If they were to make a new game, they'd want it to have lasting power, which they would get from a good community, but they'd have to completely change the gameplay to get it.

Like it would fix a lot of things to somehow figure out a way to allow more than 4 players on a team. That way people aren't so reliant on a single player and quick to blame them when something goes wrong. Maybe have multiple teams of 4 players making their way through campaigns where they periodically split up to accomplish separate tasks. In Versus mode you could have as many infected players as you want and design the scoring system to make it easy to allow people to drop in and out as they please.
