Because they had chemistry in original FF13.
Hope's entire mission in 13-2 is to find his waifu (Lightning).
And in Lightning Returns he's literally the one being used as her personal navigator (even though it's actually just Bhunivelze possessing him due to him having closest connection to Lightning).
And the epilogue novel set after events of LR has interviews with all characters and ending with Lightning going to Hope's place.

It's pretty much canon.

Play the PC version if you can, it's better than PS3. You can also find Dual Shock buttons mod on the game's steam community guides section.
It does have 20 hours long tutorial though, first 3 chapters you literally have 0 freedom, after that you unlock Crystarium (FF13's reskinned and simplified Sphere Grid from FF10) and Paradigms (think jobs but not in traditional FF sense) but the Crystarium has preset limits on it that prevent you from playing much with it and you unlock newer parts of it with story progression, you also can't change your party.
Only once you get to Gran Pulse, the game fully opens up, becomes semi-open world, gives you fully unlocked Crystarium so you can start experimenting and focusing on what you want and finally also lets you switch your party members.
Problem is that it takes 20 hours to get to Gran Pulse on average, hence 20 hours long tutorial.
