Green mages exist for the sole purpose of killing blue mages. There is zero reason to ever run Green Tomebreaker. Red and Blue Tomebreakers are much better because Celica, Tharja, Linde, Corrin, and Ursula are all fast mages that don't get OHKO'd on counterattack.

Best Green Mage right now is Julia, anon. For changing weapons
Allies -> Equip Skills -> [UNIT] -> Change
Just don't forget that you have to confirm your skill changes before exiting out if you've made any.
As for actually getting that Ruby Sword on Olivia, that's usually via a process call Skill Inherit (commonly referred to as SI for short), and it involves sacrificing a unit who can learn the given skill at the proper rank (so regular Ruby Sword only requires a 3* unit to be sacrificed, but Ruby Sword + requires sacrificing a 5* unit) so the unit not being sacrificed can learn the skill. Note that unless you merge a copy of the unit that has already learned a skill the merge-ee doesn't know already, you'll have to spend 1.5 times the amount of SP to learn/equip the skill.

Short answer is no, longer answer is that it depends on your team setup. The bad thing about Dancers is that they sandbag your Arena score, making them crutches in the literal sense. Now, I've heard of people making it into Tier 20 in Arena while running a Dancer setup, but it makes hitting the score target to move up to it a fair bit harder to reach.
There's also the fact that Olivia gains no real additional utility at 5* outside of some stats (useful, but by no means necessary) and the fact that you don't need to be 5* to inherit weapons normally acquired at 5*, so non-unique weapons can be acquired by even 1* units if you're so inclined.
Oh, and 4*+10 is roughly equivalent to a 5*+4 or 5 last I recall as well, so that's likely the superior Arena option if you're going to run her at all due to the superior stats and lower investment cost.

That wasn't what I was implying at all though, all I was really saying is that the +4 Res buff isn't that common to run on Nino.
Normal twinfucker+Nino setup normally results in a +3 Atk (weapons give innate Hone Atk 2), +4 Spd (Hone Spd 3), either +4 Def (Rally Def) or +0 if you're running a positioning assist instead, and +2 Res (Hone Res 1 seal) to maximize on -Blade buffs (3/4/4/2 overall, so +16 Attack total). Replacing either the Assist or C slot for a Res buff means you're missing out on those couple extra attack points (either the +4 Def or +4 Spd, most would choose to sacrifice Def over Spd, resulting in a 3/4/X/4 spread, for +14 Attack total) in exchange for a free Seal slot on the buffer.
Personally, I'd have to run the numbers tomorrow to see if it's worth placing the Res buffs in there, because it could very well be worth it, it's just that I'm unconvinced right now. I'll probably have to follow it up with a Julia comparison afterwards as well.

you can easily win most arena matched by having a hard counter to a specific popular unit ready to go

even if that hard counter is 4 stars and with bad ivs
triangle adept, breakers, and quick riposte, even the 1 or 2 level versions, are all you need to get some of the most op units like reinhardt and nino to suicide into you. oh, and fortify res is probably necessary sometimes.

its a budget option and its not completely terrible on bladetomes since it will add like 25 damage as opposed to moonbow's pitiful amount but of course the charge is super long. useful for getting ohkos on things you cant outspeed or in badmatchups i think

Not for me, personally. I could see them getting usage on Armors if you don't have Pivot, but otherwise there's not a ton of use besides praying the AI slams a useful unit into the enemy team in Arena and gets a kill that way.

Different roles. Even with -Res, Snacky makes a pretty decent tank, especially if you go with the TA Raven build, and doesn't really need support to function. On the other hand, a buffed Tharja with Desperation active is terrifyingly strong.

So on my first free roll I got a 5 star Celica.

Then I started spending orbs and got another 5 star Celica, then a 5 star Sonya, then another 5 star Sonya. This morning I had 34 orbs left so I spent them all and I got two fucking 5 star Deltheas in a row and a 5 star Cordelia. Oh and two days ago I got Summer Elise and Summer Corrin within 40 orbs.

If it's Nino you're buffing, apparently she can take the Thundercock with 4 extra Res, so if you have an extra Rally Def/Res you could put it on Eirika and have Nino run a Res +1 seal while still getting your full -Blade buffs. You should probably slap Swordbreaker on her as well, and possibly Fury so she doesn't immediately melt when attacked.
