Not really. The slight variance on auto damage is only there to pay lip service to WC3 Dota and RNG on Bashes and Crits has been changed to a pseudo-random distribution. Removing it entirely would be a minor change, changing Daedalus to crit 1 in every 4 attacks rather than 25% of the time would have no real effect on the DPS.

Overwatch is a casual game but it has nothing to do with the skill ceiling. It's a high-TTK game with headshots, the DPS characters have a very high skill ceiling. The casual part is the tanks, the supports and the ultimates. You can nulllify a player with 10,000 hours of hitscan experience with your 100 hours of D.Va experience for example.
