Plague inc Evolved (kinda)

The war never actually starts but you can nearly trigger it in uplink. which has a nod to the movie WarGames.
Also the old game aptly titled Nuclear War.

World in Conflict (Another I'd definitely recommend. Not really a hidden gem per se, but definitely did not get as much attention as it should have.)

I can't really think of any others.

Rise of Nations Cold War scenario. I don't think it's possible to wipe out the whole earth with nukes but you can take out most of the important parts. I'm pretty sure the AI will always go nuclear near end game if you don't shoot first.

Stellaris, you can even end humanity in a galactic scale.

Civ 4 lets you destroy the environment with nukes (deserts spread the more you use them) and I think you can crack the planet if you use too many.
